Read the rest of the paragraph. :) ... gpg2 binary in PREFIX/bin, /usr/bin, and /bin, in that order, then repeat the search for gpg 1.x if version 2 is not found. The option exists to specify one version or the other if you have both installed. As for the specific version 1.4.6 I'm at least 90% sure it will work, the gpg commands don't include any exotic options.
