Sure.  If you just don't list AES in your preferences, nobody will use it when 
encrypting to you.  Similarly, if you have personal-cipher-preferences and you 
leave off AES, you won't use it when encrypting to someone else.  You can do 
that for any cipher that isn't 3DES.  3DES is the only special one here.
