That is the file that keeps info about how much you trust the signatures issued by the keys... but the private keys are stored in the file "secring.gpg" and the public keys are stored in the file "pubring.gpg". Those are the files you need to retrieve. If you have not yet used gpg4win in the new computer, then just copy these files into gpg home dir, that should solve your problem. If you already have keys in the new machine, I am not sure how to merge both keyrings... I have never had to do it. Tell us if you need more advices...
