1) weak passphrase on the key
2) no passphrase on the key

#2 may be more useful than it seems, if a key is very rarely used and 
there's a risk that the passphrase will be lost/forgotten. this would 
allow a way to distribute the secret to trusted parties and/or hidden 
places without a passphrase on the key.

of course the real questions: is there a need for that? would anyone use 
it?
