Thanks Werner, That was exactly the issue - after moving pubring.gpg and secring.gpg to a backup directory, key generation works fine. Would it be worth modifying the code so that it checks for existence of these files and asks for permission to overwrite them or simply exits with a message saying that these files must be deleted in order to generate new keys? (Perhaps GnuPG 2.05 already does this - I haven't had a chance to try it on Windows yet).
