Seahorse[1] is a password and encryption key manager for the GNOME desktop. Additionally, it provides plugins and extensions to other programs to allow them to integrate OpenPGP encryption into their functionality. We've received build patches for Cygwin, so I assume it's able to be built and installed. What level of functionality/integration it then affords is unknown to me.
