GPG (like all OpenPGP programs) uses the common "seconds since
1/1/1970 UTC" method of storing time where daylight savings time or
other conversions are irrelevant.

Of course, people use GPG within an operating system which may or may
not give GPG the right time.  So, the best answer I can give is that
if your OS is correct, GPG will be too.
