Well, I did the following test: If I issue: gpg --keyserver hkp://whatever --recv-keys 99999999 then gpgkeys_hkp.exe does not start due to a missing dll. But, if I issue: gpg --keyserver hkp://whatever --exec-path "%PATH%" --recv-keys 99999999 then all works OK. So, it seems the problem is in the path created by exec.c...
