Works here for both fr_FR.UTF.8 and fr_BE.UTF-8 locales on a Debian Sid
I see the month names being equal janvier février but the abbreviatures 
differs from BE vs FR jan fév vs janv. févr.

I don't know if the reason it works for me is because the newer gnumeric or a 
newer locale or ???
