You may want to fix your plugin.xml file. It currently advertises itself
as:
<name>Python functions</name>
<description>Sample Python plugin providing some (useless)
functions.</description>
That name is already taken (so with your plugin installed it appears
twice in teh plugin list ) and the description is probably not what you
intend.
