It is more likely that this is associated with the page defaults set for the printer on your system rather than any setting within GnuCash itself. The locale settings on your computer likely set the page defaults for the printer when the computer is setup.
You have not specified which OS you are using. On Linux systems the lpadmin command can be used with the -d option to set the default paper size, orientation etc. On Windows from the Printer Settings (right click on the printer icon to access), select Printer Properties, go to the Advanced tab and click on "Printing Defaults".
