Yes, you do need to do something to update your version; since I don't use the quotes, I don't remember how to do the update; it's probably been discussed here, and is probably available somewhere in the GnuCash documentation.
You should upgrade if any of the fixes apply to you... if you don't pull down quotes, you don't need this update.
