The “blank split” or “blank transaction” is a location in the register for you to enter a new transaction. Its location depends a bit on a couple of preference settings and whether you have future transactions in the register. The preference settings most recent at the top or bottom, default being bottom, and whether the future transactions are placed after the blank split, the default being that they’re not. If you haven’t changed from the defaults the blank split is always at the bottom of the register; if you’ve reversed the order it’s always at the top. If you’ve set future transactions to be after the blank split then the blank split will be between any future transactions and the last past transaction; if you have no future transactions in the register then the blank split will be last or first depending on sort order.
As Derek explained, there’s no actual transaction there until you enter one, it’s just a blank form in the display for you to to enter new transactions into. When the transaction is is Split View (either auto-split-view or transaction journal) then it will have a blank split at the bottom to enable you to add a new split.
