For some things I can't get Gnucash to do I just export transactions to CSV and then use Excel (and Power Query if needed) to get info in form I want it to be. I don't know whether scheduled items can be exported or not because I haven't set up any (I know what it is about, I just don't need to do it since payments usually are variable in amounts and/or are part of an import to checking or savings).

If you mean in number 1 that there's no way to specify a future exchange rate, 
that's correct. A multi-commodity scheduled transaction will require you to 
enter the exchange rate in the Since Last Run dialog.

There is indeed no summary report of scheduled transactions.
