David,
I might stand corrected.
I haven't tested this for customers/vendors that don't have
transactions, so give it a go and please report back what you find.
Try one of the following: (both give the same end result)
1. Reports > Business > Payables Aging/Receivables Aging
then Options > Display to show address & contact info if desired
use Options > General to play with sort order
2. Business > Customer/Vendor > Customers Overview/Vendors Overview
then use the Customer/Vendor List button on the toolbar
(results in same as the Aging Report)
Once you get the data you want onscreen, then you can copy/paste into a
spreadsheet and save as CSV for importing elsewhere.
Note, I don't know of any method that shows *all* info about a
Customer/Vendor save for reading the XML uncompressed, or using a db
backend and running a query or examining the tables directly.
Also, I've only just tried this on 4.12. If it exists in older versions,
I do not know.
Regards,
Adrien

Is it possible to export the customers as a .csv file in a database, and
also I'd like to export the vendors. There are no transactions with these
yet.
