The trick to dns fallover is having each web server be a dns server of the same
domain saying it is the www. The dns servrs that are up and accessible give
out their own address. This is old but a robust outer layer.
Cloud services can set up multiple servers that are just virtual slices many
places in their cloud.

Well, there's a mirror at utwente, I believe, but there's no automated failover
to that. The master DNS server was down as well.
I've set up dns failover in the past, but its kind of tricky, and hard to test,
and didn't seem entirely reliable.
