Nigel, Not sure with Windows 10 but on Linux this would likely be not having one of either libdbd-mysql, libdbd-pgsql or libdbd-sqlite3 runtime libraries installed. AFAIK GnuCash on Windows 10 uses the Cygwin Linux emulator so the cygwin version of these should work if they are not already installed. They should be located under the /usr/local directory for the cygwin package on Windows. If you are running a flatpak version it may be a problem wit the flatpak permissions setup.
