This was false alert. Everything is working as expected.
My upper monitor was turned off and window for account edits and new account was positioned on that monitor instead of the main one. Entire problem that caused me about 3-4hrs of "debugging" was caused by this monitor being turned off and I was not able to see dialog for new account or edit of account.
