I cannot address the Windows 10 monitor handling issue, but if you believe that the import issue is the one covered by https://bugs.gnucash.org/show_bug.cgi?id=797593, then you may need to massage the OFX file in a text editor prior to import unless that enhancement request get into the program. I see that GnuCash will not see the massaged import files unless you keep the OFX/QFX suffix after massaging it
