As others have reported, this change was *meant* to be more strict in interpretation of reconcile *statement_date* (which eventually becomes the split's *reconciled date*). My suspicion is that your first successful reconciliation used an incorrect *statement_date* which led to the second reconciliation to fail. If you wished to continue with 3.9 you'd need to unreconcile, re-reconcile with the correct *statement date*, then you would find the next reconciliations to be uneventful. The incorrect statement date *could* have been seen using the Reconciliation Report.
But 3.10 would be the next best option. It does not have many new changes; it reverts the reconcile behaviour, adds a few more reconcile-related warnings (without any calculation changes), and a few bug fixes.
