Use a recent build (3.7 should be fine), copy https://raw.githubusercontent.com/christopherlam/gnucash/maint-csv-export/gnucash/report/standard-reports/uk-vat-report.scm into the standard-reports folder. It should add the UK-VAT report.
Please note the 4.x series should not need it; the Income-GST Report will incorporate the UK-VAT rules.
