I can confirm, the eoan package doesn't build that way. I had never tried building for Disco. Weird. Fortunately (?) now that Ubuntu Eoan 19.10 is out there should be little reason to build for Disco 19.04. I have tried a couple of things but cannot work any more on it at the moment.
