My apologies. I can confirm, the eoan package doesn't build that way. I had
never tried building for Disco. Weird.

Fortunately (?) now that Ubuntu Eoan 19.10 is out there should be little
reason to build for Disco 19.04.

I have tried a couple of things but cannot work any more on it at the
moment. If you want to discuss it further, maybe we ought to move this
discussion back to the devel list.
