I am not familiar with Devuan. The 3.5 packages were built by a debian package builder on a Ubuntu 18.04 box. The package builder was told the list of needed packages so the installer should be able to detect which ones are not on the system and install them for you. It was built with the 'trusty' base system set. So if your distro is based on Trusty or equivalent there is a good chance it will succeed.
