Yes, but, reports configurations must have unique names. 

   Keep it simple, don’t ask the user questions.

If the user selects Printable Invoice template, and there is a config that 
exactly matches the name, then load it.  If it does not exist, carry on.

Likewise with other reports. If the template is Fancy Invoice, look for a 
config called Fancy Invoice.  If it exists, load it; if it doesn't, carry on 
without it.

Or am I missing a fundamental point?

1) Users can rename reports, and

2) If you do have multiple instances of a saved report, are you
   suggesting that the system ask the user which specific saved report
   to use as the basis?
