There is potentially a second location that could be queried rather that the one above. Can you try to make the changes here instead: ~/.config/gtk-3.0/settings.ini
I would be interested to learn if that does work. Otherwise the suggestion by GT-I9070 H is the third option. It is likely to work because we have more direct control over GNC_CONFIG_HOME.
