While I have seen PPAs mentioned in the IRC logs, searches do not turn up hits in the email archives. But looking through the GnuCash related PPAs, it appears that only one (ppa:ubuntuhandbook1/gnucash https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/gnucash) is somewhat up to date.

An alternative for those using older Ubuntu releases who do not want to use flatpacks or compile GnuCash themselves. But the caveat here would be that since the PPA is not maintained by the GnuCash team, they would not be responsible for bugs/issues. On the plus side, updates to Finance::Quote can be done normally using cpan/cpanm.

Lastly, I was curious if the devel team ever thought about offering GnuCash packages through a PPA in addition to flatpacks?
