It, along with the code that used it, was removed from master in d3e03ff6. It's
for migrating preferences from the 2.4-and-earlier GConf to GSettings and Geert
decided that if you need to upgrade to GnuCash 4.0 from 2.4 or earlier you
should first install GnuCash 2.6 or 3 and process all of your files.
If your change uses that file at all you've done something wrong.
