Adding: https_proxy = http://1.2.3.4:5/ http_proxy = http://1.2.3.4:5/ ftp_proxy = http://1.2.3.4:5/
to C:\gcdev64\msys2\etc\wgetrc, where 1.2.3.4:5 is the proxy IP address & port at my workplace (no it's not really that) makes pacman work with the office proxy.
