Where did you get this tarball from?
This file is generated by "make dist" so should be included in the
tarballs we distribute. If you built the tarball some other way, then
that could be the problem. If you downloaded *our* tarball then this
would definitely be a bug that we need to fix, but I suspect we would
have heard about that already.
