Are you using the build scripts in https://github.com/Gnucash/gnucash-on-windows or did you just download a tarball and run configure? I recommend that you do the former. Use bootstrap_win_dev.vbs to create a clean development environment, as our scripts haven't been tested with Cygwin. If you insist on doing it "your way", you'll find most, but not all, of the dependencies at http://ftp.gnome.org/pub/GNOME/sources. I'll leave it to you to Google for the rest.
