The plan was that this kvp value is the date-only value, which gets rid of the "time of txn changes with time zone" error [1]. For a start it should at least be set on each entering of a transaction. I'm confused why this doesn't seem to be the case with all of the new transactions. On the other hand I didn't have the resources to follow up on this issue (other things had higher priority), so I don't know what the actual status is.
