Ok, a quick search with google shows that fop is broken on F15. fop-0.95 doesn't work with avalon-framework-4.3.3 [1]. Fop 1.x has been fixed in the meantime to work with avalon-framework, but it has another critical bug that prevents the creation of pdf files [2]. The only workaround for now is to downgrade avalon-framework back to 4.1.x and use fop 0.95.
