At the moment it appears that bugzilla is down or under maintenance as I can access the defects but it is timing out when I try to commit comments. So for reference I will post to the ML until bugzilla is back up and then add my comments to the appropriate defects.
For bug #583520, https://bugzilla.gnome.org/show_bug.cgi?id=583520 I think this can be closed. In the trunk build 2.4.99 r20741, the Open Budget menu item is now under Actions->Budget->Open Budget. The budget list was displayed after creating two budgets and then selecting the Open Budget option (with all existing budgets closed). So it seems the original defect is no longer an issue in trunk.
