There's no bug report because the original poster wasn't able to replicate the problem after upgrading to the latest version at the time. Your problem smells like a permissions issue in postgresql. Note that this isn't the place to learn how to be a postgres DBA, and that postgresql is not friendly to casual users. Unless you have some special requirements you're better off using Sqlite3.
