I've been trying to upload the OSX dmg for 2.3.12 since Wednesday night without success. I've opened a ticket[1] with Sourceforge, but they haven't actually done anything. As I mentioned earlier, I'm going away for a week Monday morning, and I don't think there's much chance of it being fixed before I leave.
Potential workarounds: 1. Ignore the problem till next week. 2. Upload to my Github Gnucash-on-osx project, and one of the other devs with release-tech privs gets the files and puts them on SF when they get the problem fixed. 3. Upload to Github and put a pointer on the website pointing there until SF gets the problem resolved.
