Unless you have "Enter moves to blank transaction" check in your
preferences, the Enter key only advances to the next row. The next row might
be the next transaction (typical in basic ledger style) or the next split
(typical in transaction journal style).
Personally, I would expect Enter to save the transaction I am on and move to
the next transaction, regardless of register style. Is there a good reason
that it isn't that way? If I just wanted to move to the next split, I could
use Tab or the down cursor.

It is just a one-line code change.
