There is good news. Things are not yet certainly happy, but they are much happier than I earlier thought they would be. I'm awaiting some guidance from the Debian FTP masters on the question, but I have received guidance from the OFX group which clarifies the license in such a way that it seems (in my opinion, as yet untested against other peoples' opinions) that it satisfies the requirements for being a free software license.
