The version numbers are necessary because Debian does not guarantee downward compatibility with libraries. So when a package links against a library, it gets a dependency on that version of the library package (or any more recent), but not on earlier versions. The source package does not have such versioned dependencies except when there is reason to think they are necessary (which doesn't apply in the present cases AFAICT).
