I don't know how to submit bugs for gnucash other than by following the link on the gnucash website. Said link is gone so long as the website is (still) completely hosed.
I have some bug reports which may be easy to fix, and which are important for the rollout of 2.0. I want to submit them so that you all can maybe address them if you think it right. But with the website down now at such a crucial point, I am worried.
