It will not be in 1.6.
Ben Stanley redesigned the Frequency Specification to be correct and general,
and the word from him is that it now works.
Right now I'm focusing on the modifications necessary for a "template"
register, which will allow the user to make cookie-cutter Splits to be
created when the scheduled transaction "comes due".
After that, some UIs will need to be made for querying the appropriate
amounts/values from the user when necessary...
Let's say: whatever stable is after 1.6... [1.8? 2.0?]
