Actually, no.  They are different intervals.  "semi-monthly" means
twice a month, as in many people's payroll: 1st and 15th of the month,
for example.  "bi-weekly" means every two weeks.  

There are 24 semi-monthly events a year and 26 bi-weekly events a
year.  That's a significant difference.
