Call it a "database limitation." :-)
The critical functionality has, thus far, been to associate splits with
ledgers; that is the critical "tie" that binds together the sets of
transactions.
As a result, transactions do exist, as _implicit_ things; right now
they merely aren't addressable in their own right.
Use a relational database that allows having the funky newfangled
feature known as the Foreign Key and you can look at transactions
directly in their own right; it makes perfect sense to attach the
information associated with each transaction in a Transaction table.
