Yes, I figured that 'save' would be used much more often than 'save as'
so I put it on the toolbar. But there is also a 'save' menu item. Are
you not getting one?

It is customary to have 'save' behave as 'save as' for new files, which
is what we do.

Due to the way files are searched for, this dialog comes up the way it does.
