On my machine I have the following:
/usr/share/gettext/intl/libgettext.h
/usr/include/libintl.h
% rpm -q -f /usr/share/gettext/intl/libgettext.h
gettext-0.10.35-3
% rpm -q -f /usr/include/libintl.h
glibc-devel-2.1.2-11
