So what we've been doing is that I have been collecting people's submissions and releasing a patch (usually every day) that combines all of them together. Then, every few weeks, Linas applies that large patch en masse. So, if you want to work on the po files, you need to get the latest patch. I post the patch to the gnucash-patches list.
