I hacked a utility to fix the dates in my german quicken 8 QIF files.
Meanwhile I had to apply another fix to my QIF files: For prices in
investment transactions they use , as decimal point. All other amounts
use . as decimal point. Argh!

The QIF import routines of gnucash seem to need some help at a few places.
Christopher B. Browne, it seems that you are working at QIFIO.c. If not,
I could probably prepare some minor patches and try to identify problems
with QIF files from my quicken version.
