I spoke to one of the GDM developers recently and asked exactly the same question. Basically the greeter theming ability has been removed, partly to do with accessibility problems, but also to do with lack of performance and features too.
So all you need to do for GDM 2.22 is choose a nice wallpaper. The rest will be drawn on a window using the GTK+ theme. One less thing for the art team to worry about really!
