Currently, the most complete theme packs you will find will only include icon, gtk and metacity themes. There are some available in the gnome-themes-extras package available here: http://ftp.gnome.org/pub/gnome/sources/gnome-themes-extras/ (or look in your distribution packages).
I am looking into the possibility of including a special section on art.gnome.org for theme packs in the future, but a standard format for theme packs hasn't been decided.
