Mutter, running as a Wayland compositor, can't work without Xwayland right now. It would be good if it was made so that Xwayland is optional, and that mutter can survive Xwayland crashing, but it is not something that has been worked on very much so far, simply because other areas have been prioritized higher. Any contributions in this area are very welcome however, but it's quite a massive task, decoupling mutter the X11 window manager from always being a X11 window manager.
