Your question took me by surprise because I never considered it part of
GS, but, I am likely uninformed in this matter, so, I poked around. You
might want to skim the first two sections here:

If I wanted to disable my network, I would either go to my network
settings (by clicking on an icon in the upper right corner of my Fedora
screen), or, I would drop to a command line and run something like:
ifconfig - to see the status of things
ifdown - to stop a particular interface (such as eth0)
ifup - to start a particular interface
I might also need to start/stop services such as dhcpd or named.
That said, if I use "cat /etc/resolv.conf", it states that it was
created by NetworkManager
